Athanasios 'V' Varvoutis
I’m Athanasios Varvoutis, a Foreign Military Sales and Security Cooperation specialist with deep experience driving major defense acquisition outcomes, strengthening international alliances, and guiding partner nations through the complexities of U.S. defense procurement.
As a former Foreign Area Officer in the U.S. Navy, and a former diplomat serving in U.S. Embassies, I have built a reputation for delivering measurable results in high‑stakes, politically sensitive environments. As Deputy Chief of the Office of Defense Cooperation, U.S. Embassy Sofia, Bulgaria, I personally generated $2.9 billion in new FMS sales, increasing Bulgaria’s FMS purchases by 600%, and managed a $4.3 billion portfolio covering air, land, and maritime capabilities. My work directly supported frontline NATO readiness and reshaped Bulgaria’s long‑term defense modernization strategy.
My experience extends across Europe and the Indo‑Pacific, including service as the sole U.S. representative at the German Naval Academy, where I led joint partnership initiatives and mentored more than 240 German officers and cadets. Earlier operational roles with SEAL Team Two and the 3rd Marine Division strengthened my ability to integrate strategic objectives with real‑world operational requirements — a perspective I bring to every client engagement.
Today, I help governments, industry partners, and defense organizations navigate the full spectrum of the FMS, DCS and security cooperation enterprise: from early‑stage acquisition strategy and requirements development to program execution, stakeholder engagement, and long‑term portfolio planning. With firsthand experience working across all 14 U.S. implementing agencies and more than 25 program offices, I understand not only how the system works — but how to move it efficiently.
